The accuracy bonus pretty much fixes Lepers and make them actually decently reliable, and make it so everyone else pretty much never miss. The accuracy helps, and the crit is monstrous. If you open up with a grapeshot blast and follow up with a breakthrough or two, the fight might already be over before the enemies would even get a turn. Having a fast highwayman and 2 fast hellions means that you're very likely to be facing at least 1 less opponent before they know what hit them. It's not just about the speed, but I think you undervalue having 3 fast characters. But +9 speed and +18 ACC is pretty significant too imo. If nothing else matters to you, the 15% crit alone should speak to its worth.

At low levels yeah I wouldn't bother having them just buffing. What are you giving up for this? That's simple: your Jester is not attacking. well, actually it kinda sucks it will turn one attack out of 17 from a miss to a hit, and one attack out of 20 from a hit to a crit, so most battles, it'll only affect one or two attacks. +6 Accuracy and +5% crit to three (or two, if you have a healer) other characters is. Getting your characters above opponents on the attack order is only going to get you a couple more attacks than you would normally have, but you're using up two actions to do so, so no gain there. While the Jester is buffing, he doesn't do anything, so you only get three actions per turn instead of four. Having three fast characters is not as good as having four slow ones.
